Why is Construction Activity Still so Low?

New home construction starts and new home sales are recovering much more slowly than other housing indicators. 

In August, new home starts and new home sales were 40-50% below normal levels, in contrast with existing home sales, which were just 2% below normal.

As a Gen X construction professional I think younger people are a bit "gun shy" following the recent economic implosion. Further, it seems like this demographic is generally trending away from the "own a single family home in the suburban sprawl" model - more people moving back towards the urban center, thus more demand for higher density housing options...
